Speaking Part 3 Question 1
There would be several reasons why some people enjoy festivals while others do not enjoy them. However, I reckon the main reason for the matter is that the individual personalities vary significantly. Even if people participate in the same festival, it would be immensely different how they feel about the festival. For instance, I really hate congestion, so I avoid taking part in a large festival which gathers a tremendous amount of people. It makes me severely unconfortable. Therefore, I prefer a moderate size event rather than a big festival. Whilst, some of my friends have little disgust in such crowds, so they willingly join in a large festival to enjoy it.
I think each individual has intrinsically different characters and preferences which affects how they find festivals.
That's why some people can enjoy festivals while others cannot.

I think it depends on the type of festivals. I suppose traditional festivals are getting less attention compared to the past. While some modern festivals like a manga festival and a summer music festival became more popular in the last decades. There is a generation gap in the preference of festivals. I think youngsters have little interest in traditional festivals, while they are increasingly attracted by contemporary festivals nowadays.

It seems difficult to deal with the problem, though, the government has some measures. For example, the increasing amount of subsidies to the festival organizations would immensely help the quality of festivals. It will allow administrators to spend more money on advertisements which attracts more people. Another solution is education. I think if people learned more about national culture and traditions, they would be more interested in national festivals. I think that fostering patriotism is critical to halt the declining of the popularity of national festivals.
I think subsidies and education could be a possible solution for the government.

Now people can easily access information about global events which often attract larger attention rather than local festivals. Moreover, the new technology like virtual reality will alter the way of participation which allows people to attend without physical existence. However, it doesn't directly mean loss of the essence. National festivals are the primary source to conserve and foster national culture as long as local people convey the traditions to their next generation.
