The reason for the decline in English proficiency is unclear; while Japan's English skills have improved, it's uncertain whether other countries' English proficiency has grown even more. In any case, it's a fact that the educational reforms up to this point haven't achieved the expected results. In the past, everyone admired foreign countries and studied English through radio in addition to school education.

1. "everyone" → "people"
In formal discussion of historical trends, "everyone" is too absolute and informal. "People" is more accurate and appropriate for discussing general social trends, as it doesn't imply a universal behavior.

2,3. "through radio in addition to" → "not only through...but also through the"
This correction involves two aspects:
a) The correlative conjunction pair "not only...but also" is the standard way to express two related methods or actions in formal English
b) When referring to radio as a medium, we use the definite article "the" in English. We say "through the radio" just as we say "through the television" or "through the internet."
It's true that the results of reforms haven't lived up to expectations. Do you think more focus should be placed on real-world communication and practical use of English, rather than just grammar and vocabulary?

From my experience, knowledge of grammar and vocabulary makes speaking English much easier. The current educational environment, where children are exposed to English from an early age, is good, but I feel there simply isn't enough time. If the desire to go abroad has diminished, there's no motivation to study hard outside of school either.

1. "If" → "Additionally, since"
Two corrections here:
a) "Additionally" helps connect this new point to the previous idea about time limitations
b) "Since" is more appropriate than "if" here because we're stating a cause-effect relationship about a known fact (the diminished desire to go abroad), not a hypothetical condition. "If" suggests uncertainty, while "since" introduces a known reason.
